The process seems straight forward enough.  Audio/Video out of a VCR 
into a computer to digitize the film.  Then compress and put it into DVD 
format.  Then burn to a DVD.

I have converted Video AVI files into DVD format, but understand the 
final quality of the DVD depends on a number of factors - specifically 
the original condition of the VHS tapes - which do deteriorate over time. 

If you cannot find anyone else, let me know and I'll see what I can do.  
I am just geeky enough to maybe pull it off.  Of course if you can find 
a 'professional' that has the studio setup - by all means use them.
