Depends upon the class of mail, and even then first class offers no
guarantees!
In our move I realized that I had lost the new address of my brother who had
dropped me a card some months before saying he had moved to somewhere in
Georgia. It was almost six months after I had received the card so, to avoid
losing track of him I immediately sent a certified letter to his old address
giving him my new address and asking him to send his new one again.
I sent it certified to be sure the post office noticed it and would forward
it.
Almost two months later I got my certified letter card back saying it had
been delivered to his *old* address, where I knew he no longer lived.
The post office said, "Sorry! We don't care who lives there. We just send it
to the address. The carrier must have not noticed the forwarding
instructions!"

I got one after reading your post.
I did a "return to sender".
Now, I am curious. If the return address causes it to go somewhere
other than Lewis & Clark Law School, would that be mail theft or mail
fraud? <hmmm?>
