A safe surgical abortion already requires medical care in regulated  
settings. While RU486 requires a prescription I think that Plan B  
only requires you to be an adult to buy it (if you can find a  
pharmacy that will sell it).
An unsafe abortion only requires a coat hanger.
How do you propose we regulate coat hangers?
