I'm all for enacting a hands-free requirement in Oregon, but only if they
include texting.  Further it should be a primary offense, not a secondary
offense so they can cite someone for doing it without waiting for them to
break another law first in order to pull them over.

More importantly, what good is any law if you're not going to enforce it?
