The rules have to be strict. Since July 1st in the State of Washington, driver's can be fined for not using a hands-free device to talk on their cell phone. That's the good news. Bad news is a law enforcement official cannot stop a driver just for that. They need to stop you for some other reason. Lot of teeth in THAT law, eh?
I've taken several trips to Israel and before my first trip I was told absolutely NOT to talk while driving with my cell phone held up against my ear as it would be a 500 euro fine. And you know what? The only driver's I've seen there w/a cell phone to their ear are drivers that have pulled off the road & stopped to talk. In over 10 trips the last few years I have yet to see a driver w/a cell phone to their ear while driving. And it's not like I'm on back roads. I travel main roads that have traffic comparable to I-5 or Highway 26 or 217.

The gist of the article is that use of cell phones reduces driver
attention. I agree with that and would like to see the current rules
about driving while encumbered enforced against cell phone use by
drivers.
If you need to talk, pull over. The only exception I can imagine
would be a 911 call.
