For someone who "doesn't have foreign policy experience", Obama does
seem to understand where the current Iraqi government's interests
lay. While the current administration who doesn't respond to
political poles, wants to keep the course to secure their political
base.
It speaks to the difference of intentions. A military presence in
Iraq to facilitate the realpolitik of military diplomacy, vs the use
of political diplomacy to facilitate the ideal of "self determination".

We must take these steps with the knowledge that while sometimes
necessary, force is the costliest weapon in the arsenal of American
power in terms of lives and treasure. And it’s far from the only
measure of our strength.
