Perhaps the Speaker of the House should pen a note to the President
reminding him that the power to declare war is vested by the
Constitution in the Congress. The authorization to enforce the
applicable UN resolutions against Iraq does not carry over to other
states in the region. Reminding him that we are not at war with Iran
and that usurpation of Congressional authority in this matter by the
President is considered by this Congress as an impeachable offense.
And indicate to the members of his administration that actions by
military or civilian to incite war in Iran while the United States is
engaged in military activity in Iran will be viewed as treason in
time of war.
