[Grovenet] sidewalk responsibility?

as an ole cop myself ...  the officer is just doing his duty by telling
pedestrians to stay on the sidewalk even though parts of it are
dangerous.  
Mainly, because the State of Oregon just enacted a law that says the
second a pedestrian steps off the curb onto the street, the on coming
cars MUST STOP to let the pedestrian pass.Now since an OleHoss and I
learned not to give advice or opinions, because they have a habit of
coming back, and biting us in the buttocks.  
So... If this were causing us problems, we would amass a big bunch of
concerned citizens and bitch to the mayor, city council members, put
adds in the paper, and even go as far to put reflective cones on the bad
spots the the sidewalks in question.  In other words make a fuss... or
start walking the dog in the day time....
You could even go as far as fixing the spots yourself and send the city
a bill 
PLEASE DON'T BLAME THE COP, FOR HE IS ONLY DOING HIS JOB.
