In this election campaign, McCain has relied on tactics, Obama has  
relied on strategy.

Deploying troops into battle, like the "Surge", is a tactical  
decision.  Committing your military force to years of war is a  
strategic decision.

In simple terms, field officers do tactics, the President and  
Commander in Chief does strategy.
