I find it interesting how people make assumptions and lump others into a few
categories (residents? / non-residents?), without understanding the
distinctions between them.  

There are Citizens (born here or naturalized) and Resident Aliens (those who
have come here and are legally allowed to reside in this country without
becoming a naturalized citizen). And then there are illegal Aliens, those
who arrived on US soil illegally.  You can even argue there are people from
other countries on a Visa, which means they are not citizens or Resident
Aliens and still here legallys

There are many people here that have accents and speak foreign languages and
are here legally.  Making assumptions about someone without knowing their
status does everyone a disservice.

I  believe all government business in the US is conducted in English.   And
yes, they sometimes also have other languages on the  forms.

It seems to me that you must be a citizen or  resident alien to qualify for
welfare, food stamps or other government  assistance programs.  Health care
is not provided by the government,  but by private organizations.


I guess it depends on what you define "government" as. School districts,  
city offices, state offices or federal offices?
 
The amount of money given to health care organizations by state and federal

agencies would definitely fall into health care assistance. Again I point
out  
the amount of non-residents that consume WIC and other "government" 
assistance  programs.
