Local law enforcement held one of these exact MATT programs ~1 month ago (maybe longer). What they did on Highway 26 was have a couple of patrol cars and a motorcycle officer stopped, lights in full flash mode, "just" off the right side of the road directly both ahead of and behind a civilian car. Any driver that did not pull into the high speed lane to pass, i.e. if a driver chose to continue traveling in the right lane as they passed the multiple vehicles pulled off onto the side of the road, an officer in one of the vehicles on the side of the road would then re-enter the highway and pull over the offending driver.
You'd be surprised how many licensed drivers don't realize per Oregon Driving Law they are required to pull into the left-most lanes on a multi-lane divided highway when passing.

Not to mention other emergency vehicles, such as ambulances and fire
trucks. The training hammered into beginning drivers has always been,
"head for the side of the road and pull over." How many times have
all of us seen other drivers who regard themselves too important or
privileged to follow this potentially lifesaving rule?
