Exactly. When people call their congressman because they can't get TV  
we are in a sad state. And with all the ads blaring that 'Government  
has mandated a change in transmission!'  then people will be calling  
congress and it will be pitiful.
And why did Bush specifically pick the month after a new president  
would take office for the switch to happen?  Why didn't he pick it  
during his own administration? Because they were smart enough or  
cocky enough or (your own adjective here) to dump the problem onto  
someone else's lap as they have done with every other issue.
