[Grovenet] why government is paying for the converter coupons

I've been told that it was part of the wranglings when drafting the requirements.   ie..  if the government was going to profit by selling the newly available bandwidth and in the process make obsolete existing television sets the least they could do was to subsidize folks who would be forced to either buy new TV's or get a converter for their old sets.
