[Grovenet] Library Fees

Karen Shepard, president of the city's library 
commission, remarked that the current policy 
"promotes irresponsible behavior".

I think we have had a very convincing example of 
that in the actions of the Mayor and City Council 
members!

If fees are necessary, and I'm not convinced they 
are, they should be used by the Library for its 
needs. They'll be lost in the general fund and 
never seen again!
