Some years ago, the Oregon legislature fell under the "term limits"  
blanket, and a lot of long term incumbents were pushed out of  
office.  The new faces came in with all of their ideals and new  
agenda, and there were few "old timers" who knew the ropes.  The new  
faces turned to the only source of "tribal knowledge" that was  
available; the bureaucrats who ran the departments and the lobbyists.

I don't believe that was the original intention of term limits, but  
it was an outcome.
