You can recycle scrap metal at the B Street transfer station for no fee. Waste management sells it, so they're happy to get it. It goes in those big bins on the ramp, just west of the recycling center. The employees can direct you.

Any ideas about how to dispose of a crashed bicycle?

It is definitely not usable and should be trashed. Doesn't exactly fit  
into the bin.

Can the metal frame be recycled?

It just occurred to me that there might be a disposal fee -- which, of  
course, should be passed along to the insurance company.
