[Oeva-list] PHEV Registration

I think it's worthwhile to have a designation for PHEVs, but I'm not sure if
the state will want to change all the forms, etc, as Gary pointed out,
especially since there are probably only about 5 PHEVs in Oregon at this
time.

The reason it may be important is in the case where we park in an "plug-in
parking only" space, such as the one in front of the World Trade Center
charging station.  If there is no designation for PHEVs, we could be
ticketed as a regular hybrid. Perhaps we should just register PHEVs as EVs,
since they are essentially EVs with an ICE range extender.
