I think that demand for more fuel efficient vehicles, EVs and PHEVs, will be underestimated for some time. DMV in my humble opinion is not where I'd go for reliable data either. They are most reliable at producing lines and paper numbers.
One reason demand for PHEVs/EVs is underestimated is that awareness is still pretty low of what an EV/PHEV/NEV is and can do. Don't forget that most households do not have an EV zealot living there and do not Tivo "Living with Ed." Bucky Fuller and David Aaker (branding guru) say that awareness comes first. First people have to be aware and understand what new technology means to them and then comes the demand. Right now we are still on the bleeding edge & thanks for your leadership demand is coming :). Demand is more than half driven by emotions too. So if you want others to buy EV/PHEV talk about what gives you "pride" in your decisions and what makes you "trust" you made the right decision. Pride and trust are a couple top emotion triggers for purchases. I also like the idea of getting Dire Straits to produce a song called I want my EV (instead of MTV).
In other states and countries with greater parking and toll issues, parking privilidges and HOV lanes are typically handled by electronic passes or by putting a sticker right on the car (not pretty). With the electronic passes, if you do not have a valid pass a camera takes a photo of you. You could probably use this same technology with a charging station. Although I'm guessing a robo cop charging station is a great idea to spur demand.
Parking is an emotionally charged issue even before you add in a charging station. I worked on research for "smart park" garages back when the Association for Portland Progress ran downtown garages and it was amazing how people would drive around and around the block looking for parking when the street meter was the same cost as the wide open garage nearby. Again, people were not aware that the price was the same (and in the case of the garage you also could park out of the rain/weather not waste gas driving around).
Similarly, people in the general population don't factor out the costs of oil changes, stopping at gas stations, replacing motors, etc. They worry about having to replace lead acid batteries every 18,000 miles with lead acid and don't know about better technologies that are on the way. People similarly don't buy Hybrids because they still think the batteries cost $15,000. And, costs are not realistically better if you don't do the work yourself over buying a Kia Rio or something with parts from around the world. Please prove me wrong.

I think it's worthwhile to have a designation for PHEVs, but I'm not sure if the state will want to change all the forms, etc, as Gary pointed out, especially since there are probably only about 5 PHEVs in Oregon at this time.
The reason it may be important is in the case where we park in an "plug-in parking only" space, such as the one in front of the World Trade Center charging station. If there is no designation for PHEVs, we could be ticketed as a regular hybrid. Perhaps we should just register PHEVs as EVs, since they are essentially EVs with an ICE range extender.

It might take a lot of changes to add new types: paper forms, computer software, etc.
This might be something for the DMV to consider. Does some state agency want to keep track of PHEV's, and is it worth the cost of changes to DMV.

I had a Prius converted to plug-in. Based on a tip from Mark, I made sure to have DMVchange the fuel type on the registration. Theyrefused to change the fuel type fromHYBRID to PHEV.
Gary, Jeff, anyone else with a PHEV conversion, did you have the same experience?I assume that statistics on EVs are collected from DMV data. I think it is important that this info isdisseminated properly so the statistics on EV ownership reflect the growing demand.
