Okay.  Wikipedia is not up to date.  Looks like oregon fuel tax is 
actually 30 cents/gal (up Jan 1st) (citation here)

So the "equivalent" mileage is
30 cents/gal / 1.43 cents/mile = 20.97 mpg

Still not even close to fair....
