I'm going to guess the discrepency is because Blink's DC Fast Chargers don't work. It's hard to justify charging people an annual fee to use defective equipment. Now, if they had a method of refunding money to users every time they tried to use an non-working station...

Thank you for contacting Blink Support. The prices for charging depend
on which membership you choose. If you choose the Blink Plus, it will be
$1.00 per charging hour with a $30.00 annual fee. If you choose the
Blink Basic, it will be $1.50 per charging hour with no annual fee.
The membership prices pertain to the level 2 charging stations. The DC
Fast Chargers will remain free for the time being. There has not been a
date or rate set for when we will start charging for the DC Fast

Thanks for getting the Woodburn FC station operational, and the Salem
one when it's operational - it will make life much easier!
But if you're going to start charging Wednesday, it would be nice if the
prices got mentioned somewhere before then...
