i wrote this irc bill of rights, cause im so sick of irc. dedicated to staci,
who was despondent.
irc bill of rights:

1) an absolute right of association ensures anyone the right to associate
 with anyone else, at any channel or combination of channels at any time
2) anyone who can manage to get ops has the right to keep those ops
 under any circumstances on any channel, unless someone takes them away
3) anyone may join any public channel, any secret channel, and any private
 channel unless additional modes happen to disallow it
4) anyone may bring a bot to any channel, to endure the darwinian
  challenges thereof
5) bots have no rights whatsoever
6) anyone who disagrees with what a person has to say, no matter how
  controversial, as long as it is within the 'community standards' of the
  channel, has the right to place that person on one or more forms of /ignore
7) anyone who failed to observe right #6 has the right to use /exit
  before they use /kick 
8) tattlemail should be run through a Zippy the Pinhead filter
  before it is sent out. admins have the right to Zippyfy replies.
9) op beggars have the right to be kicked without mercy
