AIDS Authority believes that HIV and AIDS are being used to serve broad 
social agendas both here in the United States and in Third World 
Countries.

In the US, HIV is a biological marker that just so happens to hang on the 
bodies of individuals in populations that are socially and/or 
economically marginalized or disadvantaged. Immune suppression is 
primarily occurring in populations which are already at the greatest risk 
of disease due to unsanitary living conditions, undernutrition and 
chemical toxicity. The dispensing of an increasing number of highly 
toxic, relatively untested pharmaceuticals to these populations is an 
assault on them and the children to whom they are giving birth. It is a 
grand experiment, with only the shareholders sure to win.

HIV is, among other things, another means of bringing under institutional 
surveillance those populations which the State has already shown an 
increasing interest in controlling. This control is <i>not</i> 
hypothetical or speculative, but is documented in the blatantly racist 
Crime Bill of 1994, the paranoid and nationalistic Omnibus Terrorism Act 
of 1995, the devastating assault on the underclass through the Welfare 
Reform Bill of 1997, etc. 

HIV allows for the regulation of behavior deemed socially "deviant" 
(homosexuality, drug use/abuse, prostitution, etc). Now the individuals 
who preform these actions can be scientifically monitored and 
experimented upon to an extent that legislation based upon moral 
indignation would never allow.

Around the globe, AIDS is an entirely different phenomenon: it is defined 
differently, it is diagnosed differently, it manifests differently and it 
spreads differently. HIV and AIDS allow for the exportation of US medical 
expertise, US scientific equipment and, most significantly, US 
pharmaceuticals. 

In countries with astronomical unemployment rates, extreme sanitation 
problems, under- and malnutrition and poverty - all increasing in many 
countries hit by AIDS, coincidentally, under the watchful eyes of the 
international financial institutions and the "structural adjustment 
programs" that are being forced upon them - HIV is a simple scapegoat to 
blame for the growing rate of immune suppression and disease.

Drugs can be made to fight viruses. Drugs can't feed the starving or 
clean the streets.

AIDS Authority does not believe that HIV is a global conspiracy. Rather, 
adhering to HIV as the cause of AIDS is serving enough interests that 
there is no motivation to look elsewhere for more reasonable causes for 
the increasing immune suppression and disease that is being recorded 
around the globe.

AIDS Authority feels it is time to look elsewhere.
